First thing to do would be to see if the fuses #40 and #41 are good and have power in the IPDM/ER. If those fuses are okay, but there's no power, it's going to be hard to diagnose the problem unless you have access to a scantool that can communicate with the BCM and IPDM/ER. The BCM receives input from the light switch which in turn communicates with the IPDM/ER. The CPU of the IPDM/ER than powers the headlamp low relay coils, which energize and close the contacts of the switch side of the headlamp low relay, which then sends power to the respective headlamps. A scantool will be able to see if the BCM is seeing the command from the light switch for the low beams and also has a test function to turn on and off the headlamps, among other features.

Ok,I'll start there, are those fuses located in the engine compartment? I checked the fuse panel located in the glovebox but didn't see any fuses associated with the headlights.

IPDM/ER is located in the engine compartment, on the passenger side, near the firewall. There's a black cover that you remove and you'll see a bunch of fuses and relays.
