Default A/C cycles on and off with heater on in Canadian winter

My2003 Sentra's A/C cycles on and off every minute or so with the heater on in all air flow modes including floor, even when below freezing.
Any ideas what is causing this?

It is designed to come on in any position that puts airflow to the floor or defroster to keep moisture from building up on the windshield. The a/c dries out the air.

The low ambient temperatures do not allow the refrigerant pressures to come to normal operating parameters so a low pressure cut off switch keeps cycling the compressor. Low refrigerant can do the same thing in the summer.....or winter. John
