There is not a fuse or relay just for the flasher/hazards light. The system (flasher/hazards) is controlled by the Body Control Module. What is the problem with the flasher?

Default Emergency Flasher 2012 Nissan Rogue

When button for emergency flasher is pushed, the flashers do not come on. Turn signals work fine.

Then you more than likely have a problem with the switch (button). Make sure the switch wire connector is firmly connected. if the wire connector it's OK, then you may have to replace the switch.
