Default OBD2 scan tool for 1999 Nissan Path.

I have a 1999 Nissan Pathfinder and I decided to buy an OBD2 scan tool.
Under the dashboard there are two connections: a OBD2 (16-pin) connection and a 14-pin (Nissan) connection. I have noticed a few times that the technician is using always an adaptor and is connecting only to the 14-pin connection. Why is he using only 14-pin connection and not the OBD2 connection?
What scan tool is the best for my car (up to 250 $) and where could I find an adaptor (OBD2 to 14-pin), if I cannot use the OBD2 connection for diagnose?
Actualy wthat is that OBD2 connection for?

no idea, why not ask the tech? in my truck i don't need the extra tool as the ECU does it all. an oldie but a goodie. 8) i have also heard that one can make the check engine light blink the codes in your models too. no clue how though. i'd suggest you google. the info is out there somewhere i am sure. of course we'd love to hear back especially if you have found anything interesting/informative. sorry i couldn't have been more helpful.
