Default 13 Pathy security shut out

I had some work done on my car 2 days ago, not the first time I've had work done under the hood. But this time when the mechanic was finished installing the new part and he went to turn the car back on, the car the car would not turn over. I can turn the car on and off but the engine won't turn over. The lights in the dash turn on, and the dash display shows that I need to put my foot on the break and press the key button. The break pedal feels stiff, the wheel feels stiff and nothing happens. Also oddly my keyfob won't lock or unlock the doors. If I try to use the button inside the car to open the doors that won't work either even though the car has power to it. The battery is good, we've reset the computer, put a new battery in the keyfob, pull the steering wheel hard left and right and still nothing, oh break lights come on too. It's like the car shut itself into protection mode or something. Please help

A little update to the problem, I was rummaging around under the hood and took out the fusible link holder that connects to the battery (lots of corrosion). Noticed that the 250v link was blown...could that be causing the issue of the car not starting?
