Default Secondary air control valve

I recently bought a 1987 Nissan 300zx turbo project car. The secondary air control valve is no longer connected to the exhaust. Is it necessary to have it connected, or was it for emissions only. If it's not- can I cap it off or should I leave it open to the atmosphere? The exhaust is going to be replaced in the near future. I need to know whether or not to include it in the repairs. Thanks in advance for any input.
