Default 02 Maxima intermittent start

My 02 Maxima at times starts as it should. Other times, it take several quick turns of the key to start-off, start-off, etc and then will start as the key is released. Had no code set until yesterday when it set P1614 which indicates the NATS system is faulty. My question is; does this indicate I will have to replace the entire system including a new key? or can I have the system reprogrammed by a competent locksmith? Thanks....

P1610 - P1615 points to NATS (Nissan Anti-Theft System). Most likely the IMMU short for IMMOBILIZER has failed. It is mounted on the ignition switch. It's a transceiver that receives signal from your key and sends to ECM. If ecm don't receive the signal, you have a No Start. It is a dealer only part but you can buy it from any Nissan dealer even online. You still have to tow your car to dealer to initialize or program your keys and IMMU to ECM.

I know that when the ECU is changed, it has to be reprogrammed. This IMMU... does it have to be reprogrammed to the ECU? or just reprogrammed for the key?
I understand that many locksmith shops can reprogram the IMMU when a key is replaced, etc, but not sure about them being able to reprogram ONLY the IMMU without reprogramming the ECU with it. Any comments? Thanks
