Default proper engine cooling fan behavior 01 maxima

Hi am new to the site, but not new to cars.

I have a question and I was hoping the general audience of this site can answer it. I noticed the other day that only one of the radiator fans comes on at low speed in my 2001 Maxima and eventually both come on at high speed. I did this test with the AC on and the engine cold.
Are both fans supposed to work together, at the same speed all the time, or can they be one at low and one at high speed or one off and one at low? I know they have two relays, so I figured they can be independent, but I need your input.

Well it seems that both fans HAVE to work together at the same speed. I have been having AC issues and I tried to figure out the reason. Well the fans did not run on low speed at all and only one ran on high only. So I replaced both radiator fans and now both fans run on low speed together and on high speed together. The AC is ice cold. :)
