nissan maxima

i have 2009 maxima having problems with the steering system. i had to replace the power steering pump, flushed the system with new fluid, and bleed the lines. everything was working great for about a week and the power steering pump started to whine and the steering got to hard to turn. i did another flush and put in a in line filter bleed the system and the steering stays hard to turn. the only thing i can think of is the rack and pinion. is there a way to tell if the rack and pinion my be bad.
