Default Separating the top and bottom steering column cover

I am trying to install the switch for fog lamps and have removed the 3 screws on the steering column cover. However, they will not separate. Do I need to pry them apart with a thin screwdiver, etc.?

They are also clipped together. It does require a little bit of prying to get them apart.
