Default FM Radio Scan, stops on weak stations!

2005 Altima 3.5L: When you hit the scan button the radio will temp lock onto stations not pulling a strong signal, then continue on. This used to be a "mute" feature on other cars I've owned. When it locks on a station it sounds good! Just that "white" noise is bothersome while it is scanning. Any ideas?

bad ground maybe? Is it all stock?
