I don't know about a cabin filter for a 1999 Altima, but I do know there is one for the 2000 model, which I have.

Here is a guy that has a "how to" video on YouTube about installing/replacing a cabin filter for the 2000 Altima.

I never knew the L30 came with a cabin filter. However, after watching the YouTube video, it looks like it doesn't come with one buy it can be installed. Video shows the guy using a box cutter and cutting out the side panel out of the evaporator case (per the instructions with the air filter) and installing the cabin filter where there was none, previously.

My 2000 Altima didn't have filters in it. It is just a housing for filters, but were never factory installed, unless perhaps on the Infinity line only. I used a box cutter and didn't have a lot of trouble, except for near the top where there is a brace/bracket for the dash that I scraped up my index knuckle on. Once I had all the plastic cut out, I installed the filters, which was rather easy, and then used the clip (provided with the filters) and all was good. I bought the filters at AutoZone for $20, where most other places charged closer to $30 or more.
