Default Climate control problem

I have a 2013 altima and only had car about 2 weeks and i have noticed the the electronic climate controls are off calibration. I will have near full heat until i turn it down to about 64 degrees and the some blending occurs then i have full cold air at 61-60 degrees (is winter here). I hear the actuators work from 60 to about 80 as i adjust the temperature , and then they don't work 80 through 90 degrees which is the max. All other controls work fine. So i wonder is this a control panel problem or an actuator problem?
