Default key fobs not working

I have a 2008 Altima Hybrid with two original key fobs. I use one all the time and almost never used the other. After more than 5 years without problems, the fobs are only working intermittently. This applies to unlocking the doors and trunk (either with the fob buttons or the buttons on the doors or trunk) and to starting the ignition.

I changed the battery in one of the fobs a couple of years ago. I checked the battery today and it reads 2.8 V (for a 3 V battery).

What could be the problem? A receiver in the car? Can I repair it myself?
