Default 2003 350Z front license plate holder

The car has never had the front license plate holder installed. Can anyone tell me how it is installed on the front bumper.

Are there supposed to be holes in the front bumper for the 2 screws. What type of screws are used.

No holes. We usually use sheet metal screws or something similar. Regular license plate screws work well also.
