Default 2012 Hatchback Question-Core Support

Hi all. Newbie with a question...
Bought the above car, and repairing it for the daughter. After taking off the bumper cover, on my way to the condenser, I noticed the upper tie bar, support that holds the latch, lower radiator support and the bar that would go to the right bumper support are all epoxy primer color (greenish gray), not body color.
Is this normal on these cars, or has someone else already been there?
I also noticed some surface rust on these pieces, which I will address, but here in the Chicago area, even with the salt they used, it seemed excessive.
Any help/comments greatly appreciated!

Nissan did that on some models to save money on the cost of paint. It is normal.
