Default 97 maxima code P0400

I have been trying for 2 months to get my car to pass NYS inspection! I keep getting P0400...which I know what the code is and what it means. I have a scan tool and have cleared the code and I'm waiting for the modules to clear. I have 5 mods to clear every time I throw a check light. A couple days ago I got the green light but 3 days later I threw the same code. I was wondering if anyone knew how long I have to drive and go through the cycles before all the modules clear. Not sure if I'm just driving it too long or not enough.

If you don't fix the problem the will keep coming back.

You probably have to remove the EGR valve and tube and clear all the carbon from the valve, EGR passages and tubes.
