Question Automatic Transmission Shifts Hard Sometimes

My son's 95 SE Pickup shifts rough but only sometimes. He can make 10 or 12 stop and go's and transmission will shift perfectly but then maybe the next 3 or 4 stop and go's, the transmission shifts hard from 1st to 2nd and then acts like it doesn't want to shift to 3rd but finally does after it winds out to a high RPM level. It may do this 3 or 4 times but then goes back to shifting fine for a while. I checked the vacuum lines and they all look good. One other sympton that I believe may be related but am not sure, his truck will die when he comes to a stop but this only happens when the A/C is running. The truck restarts easily but you have to turn the A/C off first. If anyone could tell me what may be causing these issues, I would really appreciate it. Thanks in advance

Transmission fluid level is fine and looks good. I have not changed the fluid but let me give you a little background, this truck belonged to my brother and he had a new transmission put it about 3 years ago. About 6 months after he got the new tranny, the fuel line busted and he never repaired it. He just let the truck sit for about 2 1/2 yrs before he asked me if I wanted it for my son. I repaired the fuel line and replaced a lot of other general items (shocks, plugs, muffler, ball joints, tie rods, brake and brakelines, etc...) on it. Truck runs great other than the transmission issue and the idle issue with A/C on. Do you think I need to replace the fluid? I was kinda leaning towards a vaccum issue but I am no expert just a shadetree mechanic. Thanks
