Default 05 2.5 Won't turnover/start

Help ! Trying to troubleshoot starter/ ignition problem on grand daughter's 2005 2.5 Altima. Turn key to start and gauge lights up , but starter will not turn. Pulled starter, bench tested 20- 30 times, no problem. Swapped strter relay with headlamp high relay, no help. Battery test good at 12.5 volts. Tried jumping, no help. Now this is what will let it turn over/ start, when I pull the 40 amp fuse from the starter circuit and reinstall it it will start anywhere from 1-5 times, but usually only once. Fuse is good. What can I do short of taking it to the dealer(money is very tight). Sorry for long post.

Could be a problem with the IPDM but first you should make sure the ground cable is still attatched to the transmission case(under the battery tray).
