There is no flasher in you 05 Altima. The turn signal and hazards are controlled by the Body Control Module (BCM)

On the 2005 Altima can the BCU be adjusted to allow LED bulbs flash at the proper rate?

The BCU can't be adjusted. You'll probably have to install load resistors in the bulb circuits.

Usually a 6 ohm/50 Watt load resistor is used for tail lamps/turn signals. For mini wedge base bulbs or sidemarker LED bulbs, a 25 ohm/25 Watt load resistor is used. They usually run about $5 each. Just Google "LED load resistors" and you'll find them.
