You need to start by seeing if power is getting to the starter solenoid "signal" wire when you turn the key to "start." It's easiest to do this with two people: one to turn the key and the other to use a 12v test lamp at the wire to check for power. If you are getting power there, you probably likely have a bad starter, even if it is new. If you don't, then the circuit will need to be checked. Is this a manual or auto trans?
