It would be a little premature to condone the harness without doing a continuity tests of those circuits. I agree that it "may" be the harness, but it's also possible that he has a bad coil setting the P1320 code and a leaking IACV/AAC valve that's shorted the harness and taken out the ECM, or possibly another scenario. It's be an expensive shame if someone spent several hundred dollars on an EGI harness and went through the work of installing it, only to find out it didn't fix the problem!
