As long as you fuse the lights you'll be OK. I think you just want a hot circuit when the key is on. I suggest you use a relay to switch the fog-light power (H11 lamps do pull some current) with the relay's control coil hooked to your switch source and ground.
The Canadian version of the truck has a daylight running system installed that uses the high beam elements thru some installed relays. Have you looked into that as a possibility?
