But the questions if the fan clutch is engage. With the engine cold, you should be able to spin the clutch friendly, but with the engine warm up the clutch should be engage.

Other than a bad clutch and air in the system, I don't see what else can cause the problem, since you have already change the thermostat.

Also try checking the temperature at the "Temperature Sensor"
