hi welcome to the forum. usually belts or the belt pullys might cause this aslo an alternator may cause a whistling sound. have u done a belt change lately if not i would recommend it. autozone or orylies do alternator checks for free. if your husband is pretty good with cars or is confidant u could get a long screw driver and put it on the alt and when u turn the car on put your ear to the handle and see if u hear sound that is if u can reach it they also have statiscopes but instead of the thing at the end they have a screw driver to allow for a longer reach. that is if the noise happens when its just sitting i wouldnt suggest while driving post with your findings
